Billy Joe is convicted serial killer that resides in the Crosstown Prison. He is also the creator of Billy Joe's Silly Matches 4 Kids and Billy Joe's "Funner Than Dynamite" Egg Dye.
Biography[]
Early Life[]
Over the course of three years, Billy Joe killed more than twenty men, women, and children (any other killings have remained unknown to this day, though there are unsolved cases that are believed to be his). He was arrested and put in the Crosstown Prison, where he was provided plenty of parole time.
During his sentence, he created Billy Joe's Silly Matches 4 Kids - a successful company that created matches in colorful colors that children could use. Only a year later, he designed Billy Joe's "Funner Than Dynamite" Egg Dye for Easter.
Independence Day[]

With the increasing success of his match company, Billy Joe appeared in the Crosstown Parade, alongside Jimmy and Jacob, the police officers. He was restrained in a straightjacket, ball-and-chains, and was tied to the policemen.
Halloween[]

During Haliegh's party, Billy Joe is seen directly outside of the window, watching the party unfold.

- When he is in the parade, only the Cutie Girlz clap for him. Everyone else fears for their children's lives.
- He is briefly seen during the party scene of "Trick or Trap!".
- So far, he has made an appearance in every special:
- In "Not So Merry Christmas", he makes his first appearance as a drawing on a box of matches.
- In "Dependent on Independence", he is on a float in the Crosstown Parade throwing out free boxes of them.
- In "Trick or Trap!", he makes two brief appearances: as a stalker behind Haliegh's window and as a Halloween costume.
